Course Description: Economic theory as applied to public policy. Concepts of efficiency and equity, analysis of market failure and policy interventions. The course provides the analytical toolkit needed for useful analysis of public policy, public administration, and socioeconomic topics. Faculty teaches foundational concepts in public policy analysis, decision analysis, and public management by applying modeling techniques. The course surveys topics from across an extensive body of analytical literature including a review of relevant mathematical and modeling issues, introducing core microeconomic concepts of supply and demand, utility theory, production theory, and market structures. Microeconomics is taught for modeling how a consumer makes decisions, how welfare changes, and how new goods enter the market. Exploration of the cost-benefit tradeoff and how the cost-benefit model (CBA) helps students understand policy challenges around regulation, land use, and capital projects. Macroeconomic framework for policy problems at a national or international scale and a discussion of macroeconomic concepts such as inflation, growth, interest rates, and why they are essential to those that work (or interact with) the public sector. The course applies economic concepts and theories to emerging topics in Public Health Economics, Behavioral Economics, Environmental Economics, and Normative Economics. Students will create a semester-long “economic analysis,” which requires application of one of three economic models to a policy problem.

Adjunct instructor responsibilities include delivery of course content, scheduling office hours and being accessible to students as appropriate, and grading. Each instructor is expected to provide students with a syllabus outlining the course goals, schedule and all requirements for the course under the direction of the Department Chair.
