Senior Lecturer in Public Administration with assignment as Collaboration Officer
The School of Public Administration conducts education, research and collaboration in the field of public administration. The education includes bachelor's and master's programs, doctoral education and contract education. Education in the multidisciplinary subject of public administration focuses politics, democracy and administration; administrative economics; organization, management and society; and legal perspectives on public administration. The School of Public Administration is also responsible for courses in the preschool teacher program and the principal program. The research focuses on public administration, its function and societal context. Research is conducted, among other things, in the areas of: democracy and administration; digitization and AI; financial management and accounting; sustainability; health, health care and care; integration and migration; municipal and regional research; public scrutiny; policy instruments; societal challenges; schools and preschools; and civil servants and professions.


The School of Public Administration is now seeking a Senior Lecturer in Public Administration. The position as Senior Lecturer comes with the assignment as Head of Collaboration at the School of Public Administration for six years with the possibility of extension. The exact scope of responsibility is regulated in consultation with the person offered the position based on the needs of the organization.

Subject area description 

Public administration is a multidisciplinary subject that focuses on politics, democracy and governance; public administration economics; organization, management and society; and legal perspectives on public administration.

Duties 

Research relevant to public administration. The proportion of research and teaching is regulated individually on the basis of local employment policy. Participation in applications for external research funding is expected on a regular basis.Course responsibility and teaching at the School of Public Administration's commissioned courses and courses within the basic education in public administration. The language of instruction is mainly Swedish, but English may also be used.Overall responsibility for the management, planning and organization of the School of Public Administration's collaboration with the surrounding society, including the School of Public Administration's Partnership for Collaboration, Education and Research (PACER).Overall responsibility for the management, planning and organization of the School of Public Administration's contract education, including course development and quality assurance.Active participation in the development of the institution's activities in Gothenburg.More information on the duties of a university teacher can be found in the Local Working Hours Agreement for Teachers at the University of Gothenburg (dnr PA 2021/2991).

Eligibility 

A person who has a doctorate in public administration, or in another relevant subject area such as political science, business administration and sociology, and who has demonstrated teaching skills, is eligible for appointment as a senior lecturer in public administration.
The eligibility criteria for employing teaching staff are set out in Chapter 4 of the Higher Education Ordinance and in the Appointment Procedure for Teaching Posts at the University of Gothenburg.
The ability to communicate and teach in both Swedish and English is a requirement for the position. Collaborative tasks and teaching is primarily in Swedish.

Assessment criteria 

When appointing the position, the applicant who, after an overall assessment of skills and development potential, is deemed to have the best conditions for carrying out and developing the tasks described above will be selected. In the assessment, scientific and teaching skills will be given equal weight. Administrative skills will also be taken into account.
When assessing scientific excellence, particular attention will be paid to research merits. Research in public administration is particularly meritorious. All high-quality scientific publications are meritorious, but publications in the form of scientific articles (peer review) are particularly meritorious, as well as participation in research training and collaboration with other researchers. It is a requirement that the applicant has extensive experience in leading, planning and organizing collaborative activities aimed at disseminating and exploiting research for - and in collaboration with - actors in the surrounding society, especially the public sector.
When assessing teaching skills, particular attention will be paid to teaching merits. Experience in teaching in public administration is required, as well as extensive experience in leading, planning and organizing contract education. Experience and skills in academic teaching and supervision should be well documented and recognized. Writing teaching materials and developing courses or training modules is an advantage.
Consideration will also be given to the degree of administrative skill, the ability to develop and manage activities and staff, as well as personal suitability such as the ability to cooperate and the applicant's intention and ability to actively participate in the academic environment of the School of Public Administration in Gothenburg. Administrative experience in the field of cooperation is particularly advantageous. This includes a proven ability to establish and develop lasting relationships between academia and public actors, and to effectively lead and administer such collaborations.
Applicants must also have completed higher education pedagogy training equivalent to the University of Gothenburg's qualifying courses in higher education pedagogy (PIL 101, PIL 102 and PIL 103), or have had it validated or completed it within one year of the date of employment.

Selection process 

The selection process may include test lectures, interviews and reference checks. In the interviews, applicants will be given the opportunity to describe and develop their own views on collaboration, teaching and research in the field of public administration and their future role at the department. These elements will, where appropriate, also form the basis of the assessment.
